Honey was found wandering without a collar or tags for identification. She was severely dehydrated and malnourished. Upon examination, she was found to weigh 30
lbs and should have weighed approx. 85 lbs!! Because the laws consider dogs as 'chattel property', her owners were permitted to dispose of her as they saw fit and not face any recriminations for what they had done. The
new Bill C-15 allows for greater possibility to charge individuals who abandon their animals or who are engaged in animal fighting; and making animal cruelty an indictable offence, not merely a summary conviction. At
this time, animal abuse is listed under the Part XI of the criminal Property laws. Under this new legislation, animals will be recognized (to some extent) as beings with value in and of themselves, creating a new
section dealing exclusively with animal cruelty. Canada's animal cruelty laws are grossly outdated and inadequate having gone unchanged since 1892 (with the exception of some minor changes in 1954). It's too late for
Honey and dogs like her, but we can still make a difference to thousands of others. Please support Bill C-15!
